Can we use software released under GNU General Public License?

From the rules:

For an entry to be eligible to win, any open source or third party code or other materials

used in connection with that Entry must be limited to code that GE will be entitled to

commercially use and exploit, and any open-source-related or third party licensor

requirements and restrictions must be disclosed as part of the model submission.

Is it possible to get the offical word on if software released under GNU General Public License (http://www.gnu.org/licenses/gpl.html) can be used to create an entry?

Such works could clearly be used commerically, but exploitation is more subjective.

Yes, GPL is good/allowed.

I am either using or considering using dll's with all of the licenses listed below. I think they are all okay, but I'd rather just publish the question for peace of mind. If any of these licences are not okay please let me know. Also, if there are any common public license that are known to be not okay that would be a good list to have.

Good questions -- we're looking into the answers and should have an update within a couple days.

Those licenses are all fine, as is MS-SQL stored procedures (and SQL Server), as is SAS and Matlab. We will also approve anything else that GE could reasonably purchase for their commercial purposes.

Just wanted to confirm whether we can use R ( and not S+) ?

R is okay. S+ is also okay. Sorry about the vague description, but we just want to make sure that GE could make commercial use of whatever software you use. If they can license it for a reasonable cost, then it's fine.
